The decision was announced by Labour leader Ed Miliband after a meeting with Greater Manchester Police's chief constable today.
Mr Miliband met with Peter Fahy at Manchester town hall this lunchtime following a walkabout on Market Street, in the city centre, where he surveyed damage from last night's riots and spoke with members of the public, shop managers and volunteers who mounted a clean up operation in the city.
He told the M.E.N: "I hear your call for an increase in police presence and to make sure the police grip this situation and I've been reassured by the Chief Constable that is going to happen.
“People don't want a repeat of last night."
Crowded by people on Market Street, he praised the 'bravery' ordinary people and shop staff had shown in the face of attacks on the city's shops and buildings as well as the army of volunteers.
He said: "I think the true spirit of Manchester has been reflected in the 1,000 volunteers who've come out this morning. That's the real Manchester I know and what the vast majority of people speak for."
Mr Miliband said everyone in society had a responsibility to help address the causes of this week's violence.
He said: "All of us are responsible.
It's partly government; its also people themselves - parents, community leaders.
"I think most people know these people (the rioters) don't speak for Manchester. We've not just got to stop the disorder, we have to make sure it
doesn't happen again."
He said that involved bringing the full force of the law against them and understanding the complex causes behind the violence.
"We have a situation where a small, small minority feel they have nothing to lose from doing what they're doing and the sumit of their ambition is to go and loot and steal. That's got to change. We have to help change that. These are deep-seated issues and I don't think they're the fault of any one government." Tweet

It seems daft that we have to send GMP officers to London and now we have to have officers from Scottish and Welsh forces. Does anyone really know what they are doing. Surely it's better to have local officers that know the area policing our streets.
Whats this all got to do with Milliband, is he government now ? better staying out of it, let Fahy decide how many officers he needs, less of the points scoring !
Have you noticed that Ed Miliband is "simultaneously" the double of both Bert & Ernie from Sesame St....
The British public is now reaping the whirlwind of 50 years of social policy directed by the liberal elite. The great pity is that the mob did not torch the leafy suburbs of Didsbury and Hale Barnes : would the professional bleeding hearts then tell the police who came to protect their detached homes that they ‘should not demonise these children’, and explain to them that this is the result of ‘ the racism endemic to capitalism’ -- as they will almost certainly be telling the public in a few weeks time?
Remember, if you are a white working man who pays taxes: this is all your fault. It may appear to you that these scum are merely savages, poisoned by liberal twaddle about their rights and the evils of an uncaring society – which incidentally provides the homes in which they live in, the benefits which feed and clothe them, free health care, free prescriptions, free education and a horde of social workers, community development officers, social workers and probation officers who fill their heads with crap about their rights and entitlements and how hard done to they are – but in reality they are victims and it is your fault. Mark my words, every Guardian-reading liberal with a repertoire of Marxist jargon is going to spring up in subsequent weeks and explain that the solution is that working stiffs like us give more of our money in taxes to the vermin who are destroying our cities and challenging the fabric of society.
Repeat this liberal mantra and everything will be alright: this is all your fault; these children are victims; you must give them even more of your earnings.
Well as a full time working Black woman / mother of 5 working 45 hours a week and pay my taxes I must shoulder the blame too then? No I don't think so. These are simply midless idiots who have no idea why this all started... come to think of it why did it all start. No real reason. I know what happened inLondon but what has that got to do with the yobs trashing our city? I know of people near me that took their children looting and for the cheek tried to sell the goods. like most I work hard so I can afford nice things and provide for my children. While these scallies were trashing Manchester and other areas, my kids and many more were indoors watching the news in disgust. Apparently they looted quality save.....good grief !!!!!
I'm discusted to see on the internet that some sectors in our country are inciting people on to the streets to cause civil unrest and fight against the goverment in the name of islam.
NOT IN MY NAME YOUR NOT! this is high treason and should be dealt with in that way, life in prison.
Q, If the people organising via social media and BB the last couple of nights troubles are found guilty of causing civil unrest is that treason?
What ever race, colour, religion we are we must all stand againt such people.
Such people should remember if it is being posted you can be traced
wtf is milli-bland 'announcing' this? cheap attempt at political point scoring? some are trying to use the government cuts as some form of justification or explanation for the looting etc - don't they recall it was the disastrous foreign and economic policies of labour that effectively got us into this mess? i'd also like to know how many MPs have either served in the police / fire brigade or the military - i'd bet far less than 10% of that disreputable bunch. finally, supposedly police leave is being cancelled, upcoming pay reviews are likely freeze / cut pay, increase pension contributions and cut numbers of front-line police officers - and people wonder why they are slightly hesitant to put themselves and colleagues at risk? let alone the inevitable left-wing crowing afterwards of any 'police brutality' - it's already started in the lefty press regarding the gmp riot police actions last night. in any other country in the world - any - some rioters would have been shot by now. rightly or wrongly we are reaping what has been sown by lefty policies of the last 30-40 years. and to see milli-*** try and make any sort of political point out of it makes me seethe.
i am not a police officer, nor am i a tory right-wing hang em all type - i'm just someone in the middle how can see the consequences of previous actions, policies and pandering, and i'm utterly fed up by it. but nothing will change. a week, a month or a year form now we'll be back to where we were two weeks ago. sigh.
Where's Knight Warrior when you need him?
Every single one they can prove was involved in this terrible destruction of our great city
should have their hands amputated.
But we all know that nothing like what people want to happen to this vermin will.
Why? because this country is saturated with lefties and do-gooders.
This is just payback for years of liberal thinking by the lunatic labour thinkers (Dont smack children its against their human rights etc)And try and give criminals another chance etc.TIME FOR RETHINKING THE PUNISHMENT FOR COMMITTING CRIMES LIKE THESE.BIRCH FOR LOW LEVEL CRIMES.
That's very good news.
But given the fact that trouble was expected in Manchester last night, and given that last night was the FOURTH night of rioting in the UK, if there are twice the number of officers available as were on duty last night why were they not on duty last night when they might have been able to do some good? It is all well and good to say that the level of violence last night was 'unprecedented' - but was it really unexpected?
The officers of GMP did an excellent job last night, in very difficult circumstances, but they were severely stretched. Perhaps if there had been twice as many of them then less damage might have been caused. That will be for this event's post-mortem to establish, I'm sure.
Regardless of whose fault it is that this underclass of people (skobes where I'm from), can feel it is their right to trash their own city, and steal from and destroy the livelihoods of hard-working people; ye have to hit back as a society and hit back hard. If they are allowed get away with this, ye may as well hand them the keys and tell them to take whatever they want. Arguing the failed policies of the left or right at this time, is just pandering to these mindless thugs. My thoughts and sympathies are with the ordinary decent majority in Manchester and the rest of England.
The decision yesterday to send 100 Manchester police to help their London brothers was admirable; whether it was voluntered by Manchester or requested by London, and the extra police on the streets of London last night seems to have been an added deterrent.
The decision yesterday to publish the story about 100 Manchester police sent to help their London brothers was an absolutely lunatic decision (in a newspaper and on line), it sent a message to trouble-makers that Manchester would be short-handed last night.
I was born and raised in Manchester and I am appalled by what I see on TV from my home-town.
Those who stole from foot locker will be easy to spot. They will have one shiny white trainer on their left foot and an old torn piece of rag on the right. Assuming of course they have put their new shoe on the correct foot.
Perhaps time to out-source our civil defence? I favour the Chinese.
I agree with Matthew Pearce, seems that the GMP are closing the stable door after the horse has bolted, so to speak. While I am not criticising the police force as a whole and certainly not the officers on duty last night, it seems that whoever planned the response to yesterdays looting and vandalism (note not rioting) was 'too little too late'. Given the trouble in London and Birmingham, it was inevitable trouble would occur in the Greater Manchester area, so why were the police not on alert for the start of such incidents? For example, in Salford there was a gathering of youths to the south of the centre before marching up to the centre. If this had been dealt with swiftly and harshly, given that it was likely these were the core of the troublemakers, with arrests made then does it not seem less likely that the other events would have occured?
While I am basing this on reports on the Manchester Evening News website, it seems that there was much looting before any police response. Whilst I appreciate that it is more difficult to control mobs which attack a store then run, which is generally the excuse given for not using water cannons, it seems whole blocks were looted before police arrived. They seemed to be underprepared and outnumbered, which is ridiculous given the amount of warning they had that this would happen. They couldn't be proactive and try to arrest the core of vandals that seemed to be smashing windows for others to loot, which may have ended the problem especially if it had happened at the start with less looters around, as there was not enough of them.
All of this seems to imply a lack of planning and alertness from those who should have been more organised. I know this is all in hindsight from one with no police experience, but as a citizen I feel annoyed that most of this could have been largely prevented or limited with just a little bit of forward thinking.
For all those officers out on the streets tonight, thank you, hopefully you feel more prepared and supported this time.
Could somebody please tell my why its been left up to volunteers to clean the mess up (get the prisoners and the offenders doing community work to clean the mess up) not the innocent lets start to make this type of scum payback the community they have destroyed.Chain gangs just like america and sod the PC lot.
I don't agree with the looting or setting fire to innocent peoples homes and businesses.
But why are these politicians crying about it - especially Hazel Blears - Twelve months ago they were looting tax payers cash to fund their lifestyles.
Whisper before you shout.
Just seen the youtube video of the police giving the BMX bandits a lesson - made my day. Hopefully anymore idiots who take to the streets tonight get the same treatment!
I hope those cops who were videod kicking lumps out of the youths on bikes in Salford are out and about again tonight. Problem would be sorted.
Why have our Cobra council not implemented extreme efforts to control this verminous underclass that has been steadily infesting (and infecting) our great nation for decades now? They can blame cuts, police, and make whatever excuses they want but nothing can justify gathering in crowds with aim of looting and damage. What about my right to live in a peaceful, ordered society? Why were rubber bullets and CS gas not used to disperse them? Instead we have had to listen to the chiefs praising their officers efforts (yes, well done, that's what you trained / are paid for and no, I wouldn't want to do it, that's why I don't) the political rhetoric, theorists trying to explain and justify the low life scum's behaviour, the usual hand-wringing and nobody actually coming out and saying what these louts are...verminous feral scum...why can't we say it like it is nowadays, sorry I forgot about human rights (which has it's place of course, not here though), just look at the pics released, every one looks like the 'world owes me a living' type of scrote you can see in any town centre. They should have had armed force out and shoot after the first warnings were ignored, they had enough notice as many others have pointed out. Where are your answers GMP??
Bring back the birch.
Shoot the whole lot ! The rioters have no place in our society..perhaps they should be airlifted to Libya or Syria !!
Low lives deserve nothing and deserve to be eradicated !
Scum shopping!
I really get the impression that the government and police are scared stiff of injuring someone! The press,BBC and do-gooders will immediately shriek about police brutality and a police state! The blame for all of this will be shifted to the government which would suit a lot of left leaning people down to the ground!
This rioting is NOT the fault of the police or government,it is the fault of the gangsters and looters who just wanted a bit of early Xmas shopping! The wrecking of buildings was just pure anarchy with a bit of excitement thrown in!
The police should give back as good as they get and hang the consequenses!
Stop pussyfooting around this lowlife scum and lock them up. I expect them police officers who laid into that yob last night in Salford to be suspended due to the PC brigade claiming excessive force. In my opinion not excessive enough
