A FATHERS 4 Justice campaigner handcuffed himself to government minister Margaret Hodge at a family law conference in Manchester today, police said.
The man handcuffed himself to the children's minister at 10.11am and was arrested by police officers at 10.50am.
Fathers 4 Justice said Jolly Stanesby and Jason Hatch, who scaled Buckingham Palace dressed as batman earlier this year, had made "a citizens arrest".
A Department for Education spokeswoman said: "Margaret Hodge was speaking at a family law conference at the Lowry Hotel in Manchester.
"The matter is being dealt with by the police and she is going ahead with her speech as planned."
Downing Street declined to comment on the incident.
A Greater Manchester Police spokesman said: "Police were called to the Lowry Hotel after a man is believed to have entered a meeting being held in a function room and handcuffed himself to a government minister.
"Officers arrived at the hotel and the minister, who was attending the meeting, was freed from the handcuffs.
"She was unharmed and a man has been arrested in connection with the incident.
"The man involved is believed to have been representing Fathers 4 Justice."

When the Patriots dealt with tyrants and despots who took fundamental rights from colonists, they brought them to the Liberty Tree. Margaret should count her blessings. All parents, BOTH Mom and Dad, have a fundamental right to raise, educate and socialize their children.
What an excellent citizens arrest. I am a little confused while a male doing such a good public duty was then in turn arrested himself?
This minister is the most dispicable person in this wretched Government and she should do the decent this and resign.
She has already got away with the scandal of Islington Child Abuse where she was the leader of the council. To now be Children's Minister is a national disgrace.
The Big Brother awards got it spot on when they voted her "Worst Minister".
Fathers 4 Justice are doing the public a favour and highlighting this corrupt ministers position of parenting.
She believes that both parents shouldn't be equal in the eyes of the law, and therefore promotes inequality and imbablance of control, which can lead to abuse.
Margaret Hodge is guilty for all the child abuse & Domestic Violence suffered by children & parents under this countrys failing Family legal system.
The state is finding it more difficult to cover up its insidiuos destruction of the nuclear family and the child abuse perpetrated by the state.
Well done Fathers 4 Justice - real fathers, mothers and grandparents who care for children and are willing to suffer the discomfort of hardline campaigning in their fight for justice. Superheroes; each and every one of them!
If this woman was put under citizens arrest, why was she not taken away by the police when they arrived? It is one law for some, and another one for the rest of us!
