A foster parent was caught on film kicking and force-feeding a toddler.
Glynis Liley was arrested after neighbours, appalled by her cruelty, set up a camcorder outside her home to catch her in the act.
They filmed her kicking the tot while it was on the floor and brutally force-feeding the child at her home in Heywood.
But despite pleading guilty to two charges of child cruelty, Liley was only handed a community sentence at Bolton Crown Court after a judge heard she was awaiting an operation and had been taking morphine and sleeping pills when she carried out the attacks.
The 48-year-old, who was working for Rochdale council at the time, was arrested after neighbours on Wilson Avenue showed police footage they had taken over two days through the house windows. Officers were so appalled at the clips that they went straight to Liley’s house to arrest her.
Gary Woodhall, prosecuting, said neighbour Damian Cosgrove decided to act after spotting Liley through the window hitting the child in the face with a mobile phone.
Mr Cosgrove said he also saw Liley make the child stand in one spot in the middle of the floor. When he returned to the street over an hour and a half later he noticed the child was still stood silently in the same spot, the court heard.
After Liley’s arrest, the child was examined by a doctor and found with bruising to its forehead, cheeks, knee and thigh and scratches on its neck – which indicated it had been ‘handled roughly’ said Mr Woodhall.
Liley repeatedly denied the offences, but changed her plea shortly before a trial was due to take place.
Katherine Pierpoint, defending, said Liley was ‘deeply ashamed’ of her behaviour.
Sentencing Liley, who had been a foster carer for 11 years, Judge Charles Bloom QC said: "This child was in desperate need of your warmth, your cherishing, your loving. You failed it. I accept that you are thoroughly ashamed of yourself and this was not sadism but impatience."
Liley will never be allowed to foster children again.
On her way out of court, Liley stopped to hurl abuse at Mr Cosgrove, 40, and his wife.
Det Con Alicia Smith, of Rochdale’s public protection unit, said: "Liley was in a position of trust, a position she clearly abused. Her rough and reckless approach to childcare was far too aggressive, and completely unacceptable"

It doesn't say that she has been stopped from fostering other children, I do hope that she is banned from fostering for life. I don't accept the excuse that she had taken morphine and sleeping pills, other parents take medication and don't abuse their children as a result.
Disgraceful. She should have had the book thrown at her.

She's got a face only her mother could love.So she was taking morphine and sleeping pills when she carried out the attack?Were Rochdale council aware of this? She wasn't fit to manage any child, and hurling abuse at the people who, rightly reported her, shows she needs help.
She has been fostering for 11 years could be read as she has been abusing children for 11 years and as such should be in jail for a long time. What chance do our kids have with sentences such as this and the nigerian women who killed a child and got 10 months?
I am furious! The courts have failed us, the public, once again!
Why is this woman not in prison? Ok, she was on medication but so are many thousands of others and they don't abuse kids. This is disgusting. The abuse may have stopped, but the damage to that child will take years to undo in terms of trust, confidence and memories.
What an evil woman! And to further show her lack of remorse and that the courts got it wrong, stopping in court to hurl abuse at those who gathered the evidence? No remorse at all, she should be locked up without fail.
Is jail only reserved for financial crimes, parents who fail to take kids to school and cops who commit minor offences? This is someone who's abused a child, put her in prison, protect the public!

The poor child has come from potentially a broken environment and straight into the hands of a monster. What would have happened if she had killed the poor child? Community service? Medication or not, there is no excuse to treat a child like that. Then to stop and give abuse to the person who was actually looking out for the child. The woman needs smacking across the head with a phone herself. Scum.
I would have given her a custodial sentence for hurling abuse as the Cosgrove's on the way out, no doubt she will go on to try and make their life hell.
As I previous poster has mentioned, I hope the courts have ruled she should never work with children again, stopping her nice little windfall wil hurt more than any sentence as she's obviously not doing it for the love of children.

This despicable woman even hurled abuse at one of her neighbours, who had acted as a witness against her. It seems that he had more concern for the foster child than Liley ever could. Her actions contradict her supposed shame that the judge believed. Kicking a toddler & force feeding it is sadism in my view but it seems the judge has a different set of standards.
She was working for the council.
What kind of recruitment procedures do they have?
Let's face it, when it comes to fostering the council often has to scrape the barrel so this case is not that appalling.
Judge Bloom is a senior family Judge as well as dealing with low life criminals like this wonan. I would have expected a more severe sentence than that handed down.
The only positive thing is that she will never be entrusted with any more children.
It does say Liley will not be allowed to foster children again, and I notice she does not feel so ashamed of her behaviour to prevent her hurling abuse at Mr Cosgrove.

Five years minimum in clink and then 2000 hours minimum community service over 2 years when she gets out. Yes I'm a hard liner and don't accept sob stories. Anyone who has been brought up half decent KNOWS what is right and what is wrong.
I think that that Mr Cosgrove acted appropriately given the circumstances,His actions have saved children from the nightmare that is this sorry excuse for a human being.

Well done Mr and Mrs Cosgrove. A reminder that the only way we can keep children safe is by being good neighbours and taking responsibility,rather than looking the ither way for fear of being called nosey or grass..In this case-zero tolerance towards child abuse.Thankyou.
I have to congratulate the neighbours for taking photos of the abuse,but I am digusted at the sentence,well,what sentence. All that medication didnt stop her going to work so why should the medication have made her ill treat this toddler,what a load of crap she comes up with and unfortenatly she gets believed.

What will the birth parents be feeling, if after all the child was placed with this evil woman for minor reasons, I have seen this happen many times, only last week a support worker at a contact centre abused a 3 year old quite violently, we go to the police and because she is a member of social services she never even got questioned.
the poor child in the above story makes me feel that no one is trully out there to save the poor children from the hands of monsters. the neighbours beserve medals for what they did, not ever child lives next door to neighbours like that, besides they must have know something was so terribly wrong to make them set up the video recorings, how long had it trully been going on would be my first question.

Is'nt there something terribly wrong when a foster carer who receives payment from
Manchester City Council is actually being "monitored" by concerned, caring neighbours and not by Social Services? As usual it's left to the unpaid, unqualified but compassionate people in the community to do the the job of the salaried, qualified professionals.
Why didnt she get a custodial sentence. That child was in care probably through neglect of some kind and then endures that treatment in care. Horrific for a child, she should be locked up, sick to death of reading these so called "Mitigating circumstances" like she was sick, waiting for operation etc, then she shouldnt have been ruddy fostering, hope the social worker on the case thinks again before placing this child in a place of so called "Safety"

Fortunately it does say in the article that she will never be able to foster children again. Thank God. I agree that the medication is no excuse. Many people are on medication and dont beat up defenceless children.

If this medication can cause such behaviour,can/will Rochdale social services explain why this woman was employed to care for children?
