RSPCA inspectors have called the incident an "horrific and shocking act of cruelty".
The young labrador landed in the southbound carriageway of the M66, near junction one at Ramsbottom.
It was hit by a Honda Civic which then ploughed into the central reservation.
The driver suffered minor injuries and was taken to hospital suffering from shock.
Police found that the dog's paws hads been taped together and tape had been wrapped round its muzzle.
Today both the police and RSPCA condemned those responsible as extremely cruel.
RSPCA official Heather Holmes said: "It is an absolutely horrific act of cruelty which is both sickening and really shocking. Aside from cruelty to the dog, this could have resulted in the death or injury of the motorists who had to swerve to avoid it.
"I would urge anyone who knows anything about this to contact us or the police, whether it's a witness, someone who overhears a conversation about what happened or someone who became involved in it and didn't want to be. We always treat the information passed to us in the strictest of confidence."
The incident happened at 10.30pm on Monday at the bridge near Leaches Road.

I hope they catch the low life scum who committed this terrible act and prosecute them heavily, but I doubt it.
The dog must have been petrified and as for the poor driver who hit it, it really doesnt bear thinking about.
I hope when they find the evil scum that did this they hang them from a motorway bridge.
How about tying their legs together and throwing them off a very high cliff.
These "people" who did this to a defenceless animal are not criminals or rouges they are metally sick and should be treated that way they need to be put in a mental prison for 30years not taken to a magistrates court and given community service.Because this is all these people willget,We are too easy on sick"people" like these..
sometimes my stomach churns but this story makes me feel ashamed to be a humemon being/ please somebody holds the keys to putting this very sick person where it belongs/

I feel phsically sick after reading this. What on earth was going through this scum's mind. I really do hope he/she gets caught and prosecuted.
The people who did this are sick in the head. They need help. They need to ask themselves if that is how normal people behave. They don't belong in society.
Whoever did this is very wrong in the head. It should be pointed out that many serial killers "started out" by mistreating animals.
If the perpetrator is ever caught they need punishing and need to be made to realise most people will not tolerate such things. Let's hope what goes around......
There must be one or more people out there who were neighbours of the culprit/s, and who must surely be able to put two and two together. If they had a neighbour who had a labrador (and more than likely someone who was a thug - ie someone who they perceived as a bullyboy thug), and suddenly they did'nt have the dog anymore, then that person is surely a prime suspect. Let's hope to God he is found (I find it hard to believe that it could have been a female) and they and their warped mind are put where they belong, and for a long long time.
