Adam Jama, 18, was driving an off-road bike near his home in Ordsall, Salford, when he was hit by a Volkswagen Golf GTI, which failed to stop.
He was taken to hospital but died later of his injuries.
The Golf was being followed by a traffic officer in a marked police car at the time. It was the second time in 20 minutes that the Golf had sped away from police - after first being seen and lost in the Blackfriars area of the city.
It was 20 hours later that Greater Manchester Police revealed publicly that officers had been pursuing the Golf.
Soon after the crash the force voluntarily referred the tragedy to the Independent Police Complaints Commission.
Adam s the 28th person to have died in accidents involving GMP vehicles over the last six and half years.
It is understood police pursued the Golf because the driver was suspected of having been involved in a dispute at a firm at the Springfield Business Centre in Blackfriars to which officers were called.
Police had responded after a report of a disturbance and someone making threats. As they arrived they saw the Golf speeding away and started a search but it disappeared. Hundreds of tributes have been left to Adam, a former Hope High School pupil, on the internet via Facebook.
In Phoebe Street, where the accident happened, dozens of bouquets were left at the scene.
One had the message: "You have died as you lived - everyone's friend."
Adam, of Goodiers Drive, leaves a sister Lauren, 14, and parents, Adam senior, and Maxine Switzer.
His family said: "Adam was a popular, fun loving and loveable young man, who loved music and had everything to live for.
"His family and numerous friends will miss him dearly. He will always be in our thoughts and hearts."
Adam was hit at about 5pm on Monday. In a statement the force said: "A traffic officer on patrol on Trafford Road had earlier spotted a red VW Golf GTI he believed was involved in a previous incident.
"The Golf immediately sped away on seeing the police vehicle and the officer turned his car around to pursue it.
"The officer pursuing was not in close contact but some distance away behind other traffic.
"The Golf turned down Phoebe Street and out of the view of the officer. The officer continued in pursuit down Phoebe Street where he saw Adam had been injured.
"The officer did not witness the collision and is estimated to be in excess of 200yards behind the Golf at the time of the collision. The pursuit lasted less than one minute and is captured on the vehicle's in-car video.
"No vehicle had stopped at the scene. The officer stopped and called for help."
The Golf was found in Cheetham Road, Swinton this morning. A 19-year-old man was arrested nearby on suspicion of causing death by dangerous driving.
Yesterday afternoon an 18-year-old man was arrested on suspicion of causing death by dangerous driving and failing to stop at the scene of an accident.
Police believe the driver of a blue Audi S5 seen driving in tandem with the Golf could hold vital information about the collision.
Detective Chief Inspector Jon Chadwick, of Salford CID, said: "It is appalling to think someone is prepared to drive off from the scene of a collision, leaving another person seriously injured.
"We believe a red Volkswagen Golf GTI, registration plate BV06 YPP, was involved and I would like to hear from anyone with any information about who might have been driving to call me.
"Also, I want to hear from anyone who may have seen a blue Audi S5, registration plate MJ57 PUU, to call us. This car was abandoned near the scene of the collision and we believe the driver made off on foot.
"We particularly want to hear from anyone who saw the red Golf and the blue Audi together before the collision to get in touch."
