The terrified animals were only saved when passer-by Melanie Johnson spotted the group of children kicking the pups and holding them over a bonfire on a canal bank.
She confronted the dozen youngsters and rescued the dogs as the gang fled from the scene in Newbold, Rochdale.
Ms Johnson, 32, passed the puppies on to an RSPCA centre where staff treated the dogs and are now looking to find them new homes.
She was walking close to the canal near her home on Friday afternoon and came across the children.
She said: "I just could not believe the cruelty being shown by these kids. If I hadn't turned up, I think they would have burned the dogs alive.
"Most of the kids were aged 12, 13 or older. But some were as young at 10."
RSPCA animal shelter manager Jean Spencer said: "The puppies are only seven weeks old.
"The fur on one of them was singed and the other has a small hernia. Fortunately, they are going to be fine."

I have noticed that a great number of the news items recently, that have reported incidents of violence and/or robbery, are in the Oldham/Rochdale areas. Can anyone who lives there shed any light on why this could be?

Whoever the parents of these young scum bags are they should hang their heads in shame at siring such waste of life thickos, and they will know if their "little darlings" have been involved, because there will be plenty of gossip around this.
