EVERY home will have access to 2Mbps broadband by 2012 - a connection which allows users access to video and interactive sites.

Andy Burnham, Secretary for Culture and MP for Leigh, said the country `led the world in content creation'.

The move is one of a number of recommendations made by Lord Carter as part of his Digital Britain report.

Gordon Brown said digital technology was as important today as `roads, bridges and trains were in the 20th Century' and was crucial in lifting Britain out of recession.

But the Conservatives said the report promised `no new action, only eight further reports' while Lib-Dems slammed it as a `complete damp squib'.
