POLICE bosses are demanding to know why Michael Todd was given glowing references when he was appointed as Greater Manchester's top cop.
His successful application for the role of GMP Chief Constable in 2002 was backed by endorsements from Lord Stevens, the then Metropolitan Police Commissioner, and Lord Harris, the then chairman of he Metropolitan Police Authority.
At the time, Mr Todd was an Assistant Commissioner with the Met. Now Greater Manchester Police Authority is poised to ask questions as to why it was not given 'the full picture' of Mr Todd.
Mr Todd was found dead close to the summit of Snowdon in March and an inquest this month concluded that he died from exposure when his state of mind was affected by alcohol, sleeping drugs and confusion over turmoil in his private life.
Sir Paul Scott-Lee, the West Midlands police chief, is currently conducting an inquiry into whether Mr Todd's private life impacted on his duties.
He is alleged to have had a string of affairs with GMP women staff during his six years in post. He also had a close friendship while at the Met with Tracy Clarke, who sent correspondence to the Greater Manchester Police Authority in June this year. A civilian employee, she worked in the Met's internal complaints department. She was the subject of a corruption investigation in 1999 - but later cleared.
In 2001, she took the Met to an employment tribunal claiming the Met was restricting her promotion after officers found out about her relationship with Mr Todd.
She was going to name Mr Todd at the tribunal but he pleaded with not to - threatening to take an overdose - and she agreed not to do so. She lost the tribunal.
Mess
The M.E.N understands that in correspondence with the Police Authority, Ms Clarke says she does not feel Greater Manchester Police Authority should be criticised for 'the mess' created by the Met.
The Police Authority is now hoping Sir Paul's inquiry will address the issue of whether useful information about Mr Todd and his relationships with women was withheld when he applied for the £168,000-a-year Greater Manchester job.
Russell Bernstein, of Greater Manchester Police Authority, said: "If the speculation about Mr Todd proves to be accurate, then it would have been helpful for the Police Authority to know about it at the time of his appointment."
A senior source said: "There was nothing in either reference that raised anything other than glowing praise. We should have had the complete picture before a decision.
"When you are making an appointment as important as Chief Constable all of the information should be given. It would appear his alleged reputation with women was well known in the Met - but nothing was said."
One source said: "The Met have treated GMP like oiks - off-loading Todd. To be a Chief Constable takes more than being a great copper."

As far as I remember, Todd was doing OKish as GMP boss and then he died. Of course Todd's death is sad for his family but why should I or any other taxpayer care why he died unless there is some crime involved.? Just hire a replacement.

It's about time questions were asked as to how this obviously troubled man got anywhere near the position he held .

Does it not cross anyone's mind that Michael Todd was given 'glowing references' because he deserved them. Yes, there may have been knowledge of his private life whilst in the MET but is that really a condemning factor, this man proved himself more than capable of handling what being a top class police leader at GMP threw at him, within months of being at GMP there was the ‘Secret Policeman’ racism explosion courtesy of the BBC, the tragic loss of Stephen Oake plus a host of other serious and less serious scrapes that GMP seem more than capable of getting into plus pre GMP his more than capable way of handling the May Day riots, Notting Hill, the Queen’s Golden Jubilee the list goes on and on , and why is it only since his tragic and unnecessary death does it seem that people seem to think that Michael was so depressively damaged that he obviously needed adult supervision, why if he was so badly affected did it take until his death for anyone to notice. Because he was not a liability, a time bomb ready to go off.
If everyone who suffered depressive episodes stepped down from their job I wonder just who would be left in employment and remember depression starts at just feeling fed up, being irritable with the children work colleagues, road rage etc.
Michael Todd greatly impressed at his ‘interviews’ for the post of Chief Constable at GMP these interviews go on for days and are no doubt extremely stressful, trying to prove yourself at this very top level is very mentally demanding, if there had been anything at all ‘wrong’ with Michael’s capabilities it would have been noticed then.
Michael may have not been perfect in his private life but do we really need to keep painting this man as a mental incompetent, this poor man found himself through, the real reasons which we will probably never know, trapped in an anguish that he could not see his way out of. There is a vital piece of this story missing.
Why do the media like to make it appear that only Michael is to blame for these alleged affairs, the women involved almost being ‘victims’, as far as I am aware it takes two to commit to such a thing and one of these alleged ‘victims’ is a very capable business person who would have been able to make her own decision in this situation, married with family, is she not as to blame for that as Michael was. Why is this despicable Michael Todd witch hunt been allowed to go on and on, this man’s children must be going through hell with all of this, do they not have the right to be able to see their father remembered as the excellent police officer that he was.
How much is the investigation into his personal life actually costing there are two forces involved, West Midlands and North Wales, if Michael did and I seriously doubt that and would stake my life on it, misuse GMP funds etc surely this has been more than out spent by the investigation which is still ongoing.
Those of you who knew Michael should do the right thing and stand up for this man, stop being cowards, he would have defended you, don’t let him down when he is not here to defend himself. If the people of Greater Manchester had had any real doubts about Michael Todd there is no way that these doubts would not have been voiced LONG before his death. This man worked in very high areas of UK Policing with some of our top politicians and security staff etc, surely they would have spotted any flaws that he had, Michael worked hard for GMP and Greater Manchester usually without a great deal of backing, so it is time we left this man alone and it is time that GMP and Greater Manchester honoured this man, for his endless enthusiasm, charitable contribution and just wanting to be a damned good policeman and Chief Constable.
As for the MET they have far more to answer to than not being totally upfront about Michael Todd’s personal life, but it was HIS PERSONAL LIFE, and yes there are people within the MET who need to be removed for more reasons than concern Michael Todd but their time will come, and public awareness of the deceit and underhandedness that now seems to be a part of the MET does need to be raised and answered to.
There is one thing I am sure glad of is that job application forms do not contain questions like. ‘Have you ever taken part in extra marital experiences, eg kissing at office parties, fondling etc etc’ this would sieve more people out at application level than the Criminal Record checks I am sure.
GMPA you chose the VERY right man for the job when you chose Michael Todd and you know that, you have gained a great deal from having him on your team and you, and anyone who knew him have lost so much more.
Maybe we should be encouraging people with depressive and mental health issues to seek help and not headlining these problems in the way they have been with Michael’s death. Speedier access to counselling would be one huge step, drop in centres. If Michael Todd so badly needed help as we are told that he did, then let us turn that knowledge into something good for the public in HIS name. Let the media do something positive for a change, help sufferers not make them fell even more apart and unable to seek help, this has been a good example of maybe why Michael didn’t feel able to seek the help that we are told he needed, it would certainly make me think twice knowing how people, employers etc view depression now.

They made the decision to elect him as Chief Constable and a very good choice it was too in my mind, show some respect for Michael, he never let you down. The MET are the bad guys here, they maybe should have revealed details of his private life, but who was to say that if he hadn't had affairs in London that he would not have had them in Manchester, rather defeating the object of knowing really, and did it impact on his work and if so it took a long time, well until his death actually, for anyone to even begin to think that it had impacted on his work.
It seems to me that the MET are struggling to keep their heads above the rising tide of exposure with recent events, but let us not drag others down with them.
If GMPA can honestly say that they regretted having Michael Todd as the Chief Constable of GMP then by all means have ago at him but otherwise do not try to pass off your feeling of being treated as oiks by the METPA and the MET onto Michael Todd’s shoulders. Yes it takes more than being a good copper to be a Chief Constable and Michael Todd obviously fulfilled this in his tenure with GMP.
It is hardly surprising that in not too many years to come maybe we will not find any senior police officers willing to take on this role and we will find the role of Chief Constable being filled with some business person who knows about as much about policing as a dog knows about quantum physics, sorry to all clever dogs. You only have to look to the NHS to see where that will get you and believe me affairs and worse go on there too.
So do not berate a man who you know cannot defend himself through death as this is as low a trick as you can get. If you were not fully informed then it is not his fault but yours for not asking and the METPA’s for not telling.
Do not be spineless once it starts to hit the fan stand by your decisions and have the b**** to say that you didn’t regret the Michael Todd years.

This man was give glowing references to do a job for the people of Greater Manchester, and its quite obvious, he wasn't a fit and proper person to do that job.
We, the tax paying public of the area, were paying his wages to do a very responsible and high profile job, not to having various extral marital affairs at our expense.
The police bosses are right to demand to know why M.Todd was appointed for the job with the circumstances that have come to light.

Who on earth is going to take on these jobs with such huge pressures and responsibilities if the press and public humilate them for their salaries or private lives. Things just go too far!
This should have been handled by his boss having a word that perhaps he was being inappropriate - it shouldnt have become the bear pit that it did.
Its obvious from his actions he didnt get the help he needed and in death the good work that he did should not be sent down the pan!!!
Be careful those who denegrate in this way - it will happen to you one day, dont think it wont.

Your comments are a great uplift to me as I had begun to think that maybe I was the only one who could see beyond the surface **** that has been written about Michael Todd, thank you. I have been trying to contact people with common sense and a sense of decency and belief about and in Michael Todd they seem to be very far a few between or appear to be too 'scared' to talk, what is that about? I am not media only a friend trying to come to terms with my grief.
