JONATHAN Ross's £6million-a-year job was saved by BBC bosses as Radio 2 controller Lesley Douglas took the blame for the Andrew Sachs controversy.
The BBC star was suspended without pay for 12 weeks and told he would not be able to bring the BBC into disrepute again. Ross will lose upto £1.5m by being suspended. The decision came as complaints about the prank calls topped more than 35,000.
BBC Director-General Mark Thompson said that 'ultimate responsibility' for such incidents ultimately lies with 'executive producers, producers and controllers'.
But Dame Liz Forgan, who is former managing director of BBC Network Radio and who is chair of the Scott Trust, owners of the M.E.N, said: “I am absolutely horrified that Lesley has gone. I think we are all losing our wits here.
“This was an ugly, revolting and infantile incident. It should never have been broadcast, certainly requiring suspensions and financial penalties, all the rest of it, but it was a mistake, not a crime.
“Lesley Douglas is one of the outstanding broadcasters of her generation. She has probably brought more fun, happiness and pleasure to millions of licence payers than many other people in the BBC.
“I do not see how the licence payers can possibly be served by her resignation. I think the BBC has lost its wits.
“I think there are many penalties short of resignation that could have happened here."
And she added: “This was an edgy show. Red lights should have been flashing all over it. How on earth it took everyone a week and a half to wake up and do anything about it I don't know.”
Mr Thompson said that Ross's contribution to the Russell Brand show was 'utterly unacceptable' and there would be 'tight discipline' in future. Earlier, Russell Brand apologised and quit the BBC.
He said it was a final warning for Ross, who will return to work in mid-January next year.
He said: "The ultimate editorial responsibility for BBC programmes lies with producers and editorial managers.
"The consequences of errors of judgment are therefore more serious for managers.
"Nonetheless, Jonathan Ross's contribution to this edition of the Russell Brand show was utterly unacceptable and cannot be allowed to go uncensured or without sanction.
"A 12-week suspension is an exceptional step, but I believe it is a proportionate response to Jonathan's role in this unhappy affair.
"Jonathan Ross has already made a comprehensive and unreserved personal apology to Andrew Sachs and his granddaughter.
"I believe that he fully understands the seriousness of what has happened. I have made very clear to him the central importance of the clause in his contract about not bringing the BBC into disrepute.
"We agree that nothing like this must ever happen again and that tight discipline will be required for the future."
Ms Douglas, who has revived Radio 2 by attracting a new audience of 30-somethings, said it was right that she took "responsibility" for the phone calls and the decision to resign was hers alone.
She was a popular figure and her resignation will disappoint many people within the BBC.
The Controller said: "It is a matter of the greatest possible sadness to me that a programme on my network has been the cause of such a controversy.
"I would like to take this opportunity to offer my personal apology to Andrew Sachs and his family and to the audience for what has happened."
The last week had been 'painful' for the BBC and for Radio 2, she said.
The BBC Trust has ordered an on-air apology to licence fee payers for 'serious and deliberate breaches' the BBC editorial guidelines.
Setting out a plan of action, it also asked Mark Thompson to write a personal apology over the scandal.

It has become a tabloid feeding frenzy as there is something in it for everybody.
The right wing element who are constantly attacking the BBC have jumped on to the bandwagon, I suspect that is the source of most of the complaints.
The lads mag market is enjoying the pictures of Andrew Sachs daughter, Georgina, it will probably launch a career for her, and the Mary Whitehouse-like anti-filth campaigners have also got something to go harping on about

The media-fed lynch mob mentality displayed during this past week has truly reached ridiculous levels.
Okay, maybe you don't like Ross and Brand, maybe you don't find them funny, maybe you're appalled that they could vicitimise Manuel from Fawlty Towers (didn't John Cleese do the same thing, but with physical violence?), but really - did this episode really warrant headline news ALL week?
Has the credit crunch finished? Is there no more war in the world? Is everyone well fed with a warm bed at night? I figure we must now be living in utopia if the only thing we have to worry about is a couple of radio people making a lewd phone call to a man who was booked to appear on their show, and then making remarks about his 'aspiring model' granddaugter, who lets not forget did sleep with Brand and is a member of the Satanic Sluts.
She was so distressed she immediately went to her publicist and started getting paid for interviews.
So I say to conservative Middle England - please get a grip!

Secondly, why were complaints still being accepted 24 hours after the show was broadcasted, there was only 30 complaints at that point then the newspapers got hold of it and bang.....35000 complaints and bet you 99% of them, do not watch/hear brand or Ross.
Now for agreement, Ross needed to be calmed down, the swearing on his Friday night show was getting out of hand and it needed to be brought down.
12 weeks holiday now for Ross, he can afford it, what he earns in a hour is my monthly wage.

The way the numpties comment on Andrew they must believe that is all he does I bet the same people believe that The Rovers and The Queen Vic are real pubs.
What Ross and Brand did was wrong and rightly everyone involved should of walked the plank. No doubt when the watchdog authorities find the BBC guilty and fine them it is us the licence payers who will pay the fine.
I think it is now time for a big rethink on the future of the BBC with a view to privatisation, no longer should the ordinary Joe finance this forever hungry giant.
This unjust tax that is forced upon us is not only unfair to the licence payer but to the TV industry as well. The BBC receive a guaranteed income, no other broadcaster can afford to do what the BBC do, they have correspondents all around the world who live in these countries. We had Question Time from the USA how much did that cost? With a bottomless pit of money anyone can spend like it’s going out of fashion.

There is no need for the amount of news correspondence that the BBC has around the world there are news agencies like Reuters, Associated Press and AFP to name but a few where news from these sources would be cheaper than all the correspondence in situ.
Also why have a 24 news channel paid for by us the licence payer when there is CNN and Sky News giving us the same information.
The BBC fritter our money away and they don’t answer to anyone, another example of waste was the Olympics there was a reporter for every competitor or so it seemed. Why does it take three or four blokes on a Saturday afternoon to tell us about the football all highly paid no doubt.

The BBC is full of waste I read that Jonathan Ross’s £6million annual contract costs the equivalent of what 43,000 people pay in their licence fee. If you don’t pay the licence fee you get a criminal record, a criminal record just to keep the BBC bloated.
There can be no justification on Question Time from the states what has the USA elections got to do with us we can’t vote in it there are more pressing questions at home that could have been asked and answered?
How does the likes of Ross and the rest of the well paid BBC staff justify their inflated wages at the expense of the pensioner who scrimps and saves just to pay for the licence?

the world is complicated, news from as many sources as possible can onlt be a good thing, I especially like having an alternative source not controlled by corporate intrests such as CNN and SKY (and the news agencies), so can present the news from a different bias
did you notice how much time the sun and mirror spent persuing two rude radio presenters last week and how little scrutinising the massive cash handover from tax payers, (us) to incompentent banks who are on the point of collapsing the ecconomy?
