PRO-CONGESTION charge councillors have put the brakes on plans to build themselves an underground car park next to Manchester town hall.
Bernard Priest, Labour's finance chief, has recommended that no public money should be spent on the project - effectively killing the proposal.
It follows an outcry earlier this month when the idea - which would have seen the multi-million car park built just yards from a tram stop - was revealed by the MEN.
The council's Labour leadership is backing controversial plans for a peak-hour congestion charge in return for £2.7bn of grants and loans to spend revolutionising the region's trams, trains and buses.
Opposition parties said it was `hypocritical' to be demanding more free parking for councillors while encouraging others to use public transport.
Simon Ashley, leader of the opposition Liberal Democrats, said: "This is yet another u-turn from Labour. It is welcome, but it just goes to show how out of touch they are."
The plans for the car park, which would have been built under the Peace Gardens, were contained in a private Labour briefing note drawn up by Coun Priest. He wrote that it would provide `adequate parking for members on busy council days'.
Coun Priest said at the time it was `in the interests of democracy' that councillors - while not exempt from the planned congestion charge - had enough parking places.
The Labour group agreed to a feasibility study to draw up detailed space requirements and costs. But the M.E.N. understands the group has since met again - and decided to ditch the plans.
Coun Priest said last night he now believed the car park `should be seen as a low priority'. He said: "There should be no plans to develop [it] using public money."
He denied Labour had been forced to scrap the plans following hundreds of comments and letters that flooded the M.E.N's website and postbag.
He said: "It would be inaccurate to suggest that the proposal for the car park was ever council policy.
"The Labour group were presented with a range of possible options in a discussion document ahead of the council beginning work on a strategy for the future of the town hall complex. The message came back loud and clear that they did not want to pursue the proposal."
Pat Karney, Labour's city centre spokesman, said the decision to go ahead with the study had come `at the end of a long group meeting'.
"This was blue-sky thinking from a working party," he said. "Maybe we made a mistake in not making our intentions clearer."

Basically admitting that he doesn't listen to his employers or is he just too arrogant to admit that they were caught out this time when the public found out what they were planning to do with our money?

Why not use the much improved public transport? That way an underground car park won't be required.
Unless public transport won't be good enough for these councillors.

I think this should be interpreted as 'pie in the sky' ideas from councillors with their heads in the clouds while sitting on top of their ivory towers.

They will be in uproar if we have this built and charge them the con charge.
So what we will do is put the brakes on it for now and once the con charge is in we will build it with there money anyway.

I'm sure Town hall staff would be delighted to help council taxpayers... and those from elsewhere that just want to make mischief.
But probably not... too much effort involved, and many of the whingers wouldn't like the truth de-bunking their prejudices.

1) a plan is revealed to spend £150 million on a private car park for MCC councillors, right next to a tram and bus stop no less
2) there is (quite rightly) much hoo and even haa in the local media
3) the plan is suddenly dropped/withdrawn/denied
Sounds like many council proposals, nothing more than political poker; state that something is going to happen, then when the bluff is called, fold.

Sadly we are left with the unpalatable fact that it was even considered in the first place and that Council Tax payers money has been wasted in doing a feasability study.

I am very very confused. It says that the government will provide 7000 extra seats on peak time trains and that the government is going to provide a small bang tram extension and that Bury is getting nothing. Then later on it uses those same facts, i.e. improved train seats etc as a reason to support the idea of a con-tax.
Now hang on a minute, that is a direct lie. That is not just a little misleading but very very misleading. Some may read the document and say it is worth the c-tax when in fact a lot of the improvements are coming our way anyway.
Why have they been allowed to print this and market the idea in this way?

whats to stop them making u turns on the prices they charge if the con charge goes through? or enlarging the rings to cover more area.
with so much uncertanty how can we trust them anymore?
