PRO-CONGESTION charge councillors are planning to build themselves a private underground car park in the city centre.
Senior Labour councillors - who are backing the toll in exchange for a massive expansion of public transport - want to tunnel next to the town hall to provide spaces for the 96 elected members, a handful of top officials and approved visitors.
Ironically the car park bunker, under the Peace Gardens, would be only a few yards from one of Manchester's main tram stops in St Peter's Square. The scheme is part of a £150m plan to carry out urgent repairs to Central Library and the town hall complex.
The Labour group have been branded `hypocrites' for backing a project to build more car park spaces when they are encouraging the public to use more trams, trains and buses.
But Bernard Priest, Labour's finance chief and the man behind the plan, said better parking for councillors was `in the interests of democracy'.
Council officers have been told to draw up detailed plans including the exact size and cost of the car park - expected to run to many millions.
A private Labour group document says it would `provide adequate parking for members on busy council days'.
The news comes as the council is spearheading plans for a peak-hour congestion charge of up to £10 a day in return for £3bn of public transport improvements in the region.
Coun Priest said: "There is a debate going on about whether councillors should be using cars. Councillors would not be exempt from the congestion charge - that would be plain wrong. But when they are coming to meetings, in the interest of democracy, they have to be able to park here free. We can't make people effectively pay to be a councillor.
Problems
"It isn't our intention to have a much bigger car park and we are not even sure at the moment this is feasible. But we don't have enough spaces and that does cause problems."
The proposed car park would be an expanded replacement for Lloyd Street, which is closed to general traffic and used for parking by councillors, top officials and guests.
It would be just yards from the nearest tram station - and Lloyd Street would be pedestrianised for better access to a new customer service centre in the town hall extension.
Simon Ashley, leader of Manchester's Lib Dem opposition, said: "Spending millions on a car park for councillors sends out utterly the wrong message about congestion. This is a complete waste of money."
Faraz Bhatti, Conservative councillor for Whalley Range, said: "This is hypocritical.
"At a time when they want to charge people to come into the city - something I'm sure will destroy businesses - how many millions are they going to spend building themselves a car park?
"There are plenty of car parks near the town hall. It's ludicrous."
Sean Corker, of anti-congestion charge pressure group MART, said he would back the new car park - if it was turned over to Manchester residents at weekends.
"I would support anything that increases the number of car parking spaces," he said.

Yes and what you don see here is the our councillors will bump up their pay packets to cover the cost of the charge to them. which we the public pay for in our taxes.
how can people say that it wont effect them. everything will go up in price to cover the extra cost that is incurred by it.
Con charge is just another tax. is plain and simple.
if the government want the public transport improving. why dont they push the private companys that own these service to invest more.

You can argue about all our contributions to society and the economy, and say everyone deserves such facilities. Unless our roles and jobs are worthless in comparison?

Do as we say. Not as we do. You won't get a Councillor on a bus. He/she wants to be home in time for their tea. You can get the bus with all the other plebs.

They may not be exempt but you could be damn sure they will pay it and claim it back on expenses.

That's not the point. If the councillors think the congestion charge is such a good idea, they should lead by example and use public transport. If they're coming into meetings, they can park for free - by not bringing their cars into town!
And saying that you can't make people pay to be a councillor - but you're perfectly happy to make the ordinary citizen pay for the privilege of coming to work?
Finally, underground working is hideously expensive as it's so dangerous (risk of collapse etc). It surely cannot seriously be being considered. What a bunch of hypocrites.

SHOCKING, DISGUSTING and makes me SICK.
No doubt the money will come out of the already dwindling £3billion.
Anyone supporting the Con charge please open your eyes to see what is really going on.
1. £3 Billion most of which a loan
2. Most of this wasted on setup costs and redtape
3. The loan CANNOT be paid back by cars alone - on top of this car numbers will be lowering due to the charges whole crux
4. Council tax will increase as admitted by Chief exec of labour Mr Bernstein
5. Bus, train and metro fairs will increase as admitted by Chief exec of labour Mr Bernstein
6. £3 million WASTED on propaganda before the public can be asked AKA Orwellian brain washing
7. REAL polls show the public wants a fair say, WITHOUT misleading questions
8. A lot of areas are only getting 1/60th YES ONE SIXTIETH of the £3 Billion invested - yet those drivers then have to pay £2080 a year.
There are some great councillors out there at the moment who are listening to their public who should be praised,

They aren't daft these councillors. They know that the C Charge will raise loads of cash for council wages and pensions and will do next to nothing to improve public transport, road congestion and the parking problem in cental Manchester.
