She said congestion had to be tackled if the economic growth enjoyed by the city and surrounding districts over the last 10 years is to continue.
Asked how she would "sell" the idea of congestion charging to local people, she said: "If you are serious about economic growth and if you want to see the boom that Greater Manchester, Leeds and other cities have enjoyed in the last decade, if you want to see that continue and if you want to see jobs continue to be created in the future then you have to make sure that those jobs are not stifled by rising levels of congestion."
Miss Kelly was speaking in Manchester as she confirmed that the government would hand over its portion of the £575m cost of the so called "Little Bang" expansion of Greater Manchester's tram network that will mean tram routes to Rochdale, Droylsden and Chorlton. But extensions to the town centres of Oldham, Rochdale and Ashton, plus Manchester airport - the "Big Bang" - all depend on a bid by the Association Of Greater Manchester Authorities for Transport Innovation Fund money from central government. This will mean Greater Manchester transport chiefs have £3bn to spend on the tram expansion. The congestion charge proposals are part of that bid.
Miss Kelly said: "I know in Bolton, other people know who live in Greater Manchester, that there is serious congestion at the moment, but pitch yourself forward five, 10 years ahead and we can imagine the roads being snarled up and jobs frankly just not coming to this city and other growing cities."
The congestion proposals are regarded by many as having cost Passenger Transport Authority chairman Roger Jones his seat on Salford Council when the local elections were held on May 1.
But Transport Secretary Miss Kelly dismissed the suggestion that the pay-to-drive proposals could be an electoral liability for other politicians. She said: "Now I know that the Tories have been making hay with the proposals - [but] they don't know whether the government will give the go ahead or not, or indeed what it may contain.
"I campaigned on the doorstep in Bolton West - the Tories put out leaflet after leaflet on the congestion charge and not one single person mentioned [it] to me as the reason for changing their vote, or indeed, raised it as an issue."
Meanwhile, Cllr Kieran Quinn, Tameside Council's member for Economic Regeneration has warned that councils in Greater Manchester will continue to demand improvements in public transport before signing up to congestion charging. Tory-run Trafford and Bury, and Lib Dem-held Stockport have already withdrawn their support for congestion charging.
Cllr Quinn said: "It's quite clear, before my council or any council will discuss congestion charging, we have to have investment in public transport first.
"At the moment all people see is the stick of a congestion charge - let's see the carrot, the improvement, and that's the message I would send - let's see the investment in public transport first then we can have the conversation abou the congestion charge."

I think what the Labour morons have forgotten is that nonsense about listening from May 1st.

A U-turn on the 10p tax that forced out of them by a backbencher and still hasn't helped the worst off but has helped those earning £25,000 to £40,000 who were already better off.
No indication that 2p won't be added to fuel in September.
Even further support for the Con Charge and a transport bill aimed at stopping local referendums on the subject.
I doubt even a crushing defeat in Crewe this week will register with them.
I hope Ruth Kelly is looking forward to a new career in 2010. I am sure she has already lined up a job at Stagecoach or similar.

Traffic will not continue to increase. The explosion, which is now over, was coincidental to road building and not as a result of it. Multi vehicle ownership is now with us and most vehicles are parked up most of the time so predictions of more vehicles are totally false.
The economy is slowing so there is even less need to worry about congestion as there is bound to be an economic cull. Now is not the time to create more costs to transport.

I wonder how much 'Under the table' these politicians really get for this type of suff.
Well let's face it, there can be no other logical explanation for their insistance that we have this additional burden on our transport costs.
If they really want to hit congestion, maybe they could put a congestion charge on every town in the country, which is where congestion starts.
But it's only really in the rush hour and with careful planning, can be avoided.
How is someone travelling on business supposed to take samples around on the bus or train.
And if they introduce a charge for entering the M60 circle, that means that if you cross the M60 in Denton, to reach another part of Denton, where your kids might go to school, you'll get charged.
We've all seen lately plenty of evidence that these people in power DO NOT know what they are doing which is why the country is now in such a mess.
Please, somebody with something between their ears other than a vacuum, please stand as an MP and we can all vote for you.

If that is the case, how is it that many retail units are vacant?Office spaces widely undersubscribed?
I noticed that Habitat have re-located to the Trafford Centre after many years in St Annes Sq....would it have something to do with there being no parking close by and people put off by the sky rocketing parking prices and the job's worth handing tickets out as well as the high rates and proposed congestion charge?...Have they moved to the Trafford Centre realising that more and more people are opting to shop there? Safe FREE parking and they're probably paying the same rent and welcoming a wider audience...
I, myself travel by car through the city centre daily to work, a journey that takes 25 mins approx, the car is required to carry out my duties as a Housing Officer....the company has stated that it will not reimburse staff if the congestion charge comes in...so thanks to Labour, I am on 2 years notice period to find an alternative job!!!I know of many other people in the same scenario!Manchester has not got the infrastructure to run and maintain an affordable public transport..bus/tram fares are frightening..I mean, a leaf on the tram line is enough to bring the tram to a stand still!Look at the fiasco last Wednesday when the tram was suspended due to the football!The chaos is caused people getting home from work!!The only reason it appears that traffic volume is geeting worse in the city is due to the mindless jobs' worths that devise and implement these half thought traffic safety schemes(Look at Rusholme, Owens Park, Upper Brook St, Barlow Moor Rd, Oxford Rd to name a few)!Lanes are reduced, traffic islands are placed, bus lanes that bus drivers don't adhere to are introduced and utility companies that dig up arterial routes at the same time as well the council allowing the closure of roads to allow the development of more empty appartment/office blocks!Furthermore,why should neighbouring councils support the proposals when it's only Manchester City Council's bank account that will benefit?
How can the economy expand if people will lose jobs as they can't afford to travel across/in to the city centre to work?

she insisted that children with learning difficulties were 'best catered for in the mainstream education system'. Then started the closure of 117 special needs schools which have shut since Labour came to power. And then sent her own child with special needs to private school.
I think we can assume that Ruth Kelly's principals are pretty shallow, that she will say anything to agree with the party line and then walk away and leave a shambles behind her. So if Ruthy is in favour of it, it would be best for the AGMA to steer clear because she seems to have a clear case of the Sadim touch.

I wouldn’t of thought out of 20 seats contested in Bolton at the last local elections 7 went to Labour which isn’t an indictment of Labour policy.
I wouldn’t mind her lecturing to us if she resided in the area, but she lives in the London borough of Tower Hamlets.
By the councils own admission they say congestion in the G. Manchester area has fallen this is how much Ruth Kelly is out of touch.
Ruth Kelly why should we in G. Manchester be lumbered with a debt that will be a 30 years burden on our childrens, childrens, children .
You Mrs Kelly voted strongly on I.D.cards you also voted very strongly in favour of the Iraq war, also you hardly ever rebel against party policy.
Firstly the I.D. cards have been shown they will cost the electorate billions and could be open to identity theft and fraud, they won‘t prevent terrorism, secondly you helped take this country to war on a lie and your telling us what is good for us.
With your track record Mrs Kelly I would keep my mouth shut, who knows at the next election the voters may shut it for you.

I agree that Kellys inane comment that nobody mentioned the charge as a vote loser is indicative of the arrogant way politicians dismiss public opinion and do not listen to the electorate
This is a vote loser and unless this government start to acknowledge the concerns of the voters they will lose.
I think Brown will fall into the same trap as Alec Douglas Home in '64, Callaghan in '79 and Major in'97 (although his defeat was inevitable and he was just putting off the evil day as long as possible) that is of hanging on until the last and losing
Having said this, I am no fan of new Labour ( I an a disgruntled old Labour supporter) but there is NO WAY I would EVER vote Tory.
I have too many bad memories of that horrible depressing black hole that was the 1980s and the first half of the 90s
