But before Salford councillors could decide on the proposal's for Monton in Eccles, the company lodged an appeal because they failed to make a decision within eight weeks.
A government inspector will now hold a public inquiry.
Traders fear the store will put them out of business.
The main road through the village has a mix of florists, boutiques, restaurants, newsagents and pubs. There is an off-licence and a grocery store. Tesco want to put up a four-storey building, including an Express shop and apartments.
Acceptable
Council officers had recommended approval of the scheme, saying it was acceptable in principle and would be a high quality design.
The planning panel disagreed and said they would have refused the application. They said the design and scale of the development was 'inappropriate and would have a detrimental impact on the amenity of neighbouring residents."
They said there was insufficient parking and loading provision was inadequate.
Planning boss Derek Antrobus said: "It's odd for a developer to appeal just as we are about to make a decision. If this was an attempt to silence local voices it has failed. We c9n still set out the decision we have made and this holds a great deal of weight with inspectors."
