A PARKING ticket is handed out every 30 seconds across Greater Manchester.
Almost 400,000 tickets were dished out in one year - the equivalent of more than a 1,000 a day and two every minute, according to latest figures.
And hundreds of them were slapped on in error.
More than 1,000 people appealed to the National Parking Adjudication Service against fines served by traffic wardens across Greater Manchester, after their challenge was thrown out by the council involved.
An average of 73 per cent of the appeals were successful across the councils - excluding Tameside, which was not subject to NPAS adjudication and was unable to provide figures.
The 1,054 appeals were lodged against tickets issued in 2006. Scores of other appeals will have been settled in-house by town hall parking officers.
In the 12 months, wardens gave out 390,596 penalty charge notices for offences such as parking on double yellow lines or overstaying in a pay and display spot. Of those, 132,723 were issued in Manchester and 350 went to the adjudicator, with 67 per cent successfully appealed. More than 2,000 vehicles were towed away in the city.
Rochdale's wardens were most accurate, with only 58 per cent of drivers winning appeals.
Trafford fared worse, with 91 out of 37,645 tickets going before NPAS - and a 95 per cent success rate for drivers. More than three-quarters of the appeals were uncontested by council parking chiefs, who put the poor figures down to a change in `enforcement contractors'.
A Trafford council spokesman said there had been some `teething problems'.
In Stockport, where the council has carried out its own enforcement since 2005, only two tickets out of 28, 982 were taken to the adjudicator. Both were a success.
The council's Jim McMahon said: "Our enforcement officers do not have targets or quotas to meet. We do not take a soft approach to illegal parking, but we do carefully consider any appeals."
Caroline Shepherd, chief adjudicator for NPAS - which this week changed its name to the Traffic Penalty Tribunal - said many appeal wins were due to ticket processing errors and vehicle ownership disputes.

I also got towed (from a marked bay) at 0820 on Bloom Street many years ago. 20 minutes after I should have shifted it.
The following week at 0820 I went into a cafe on the same street and about six traffic wardens were in there having a fry up. I asked them to go and move the cars on the yellow lines and was told where to go. One week you get towed, the next the're too busy skiving.
They don't like the rain either.

The cameras cannot tell if there is a "Blue disabled badge" on the dashboard.
The badge is issued to a person not a car, so they will have to have a trafic enforcement officer check on the ground to see whether there is one displayed to back up the camera.
They should have to prove every case - in case everyone appeals! It is only with peoples compliance that they will be able get away with enforcement on the cheap.

Mostly I've got tickets in marked bays but have either been talking somewhere and delayed, didn't make a note of the time it expired or forgot where I parked. I come into Manchester a lot for a drive round and a look and it gets chaotic(er!) by the day. They are digging up the gas pipes on Deansgate at the moment and yet still people walk past smoking.

All I was saying was that they are digging up gaspipes on Deansagte and it is one lane each way. There is no parking there so how do I get to park at the other car park in Victoria if I can't use that road where the bollards are? What if I was buying a heavy item from WH Smith. Am I supposed to drag it to just outside Toms Chop House.
The bus drivers are the worst anyway. Too aggressive.

The woman opens the trunk, revealing nothing but an empty trunk.

Older Woman: Yes, here are the registration papers.
The officer is quite stunned.
Officer 2: One of my officers claims that you do not have a driving license. The woman digs into her handbag and pulls out a clutch purse and hands it
to the officer. The officer examines the license. He looks quite puzzled.
Officer 2: Thank you ma'am, one of my officers told me you didn't have a
license, that you stole this car, and that you murdered and hacked up the
owner. Older Woman: Bet the liar told you I was speeding, too.

I was fined within 2 mins of overruning my parking meter, £60. The traffic warden noted the time on the ticket and stood at the car as the time expired. That's a nice relaxing visit to the shops in Bolton. The ticket does not explain how to appeal, not a word. Whenever I am asked to cooperate with the authorities in this country, I think of how mean and petty they have been in treating me.

Smiths sell things like photostat machines, how do I carry that to the Arndale car park?
Also how do I get to it? Like most people I head first to where I need to be and then I find a car park. Say I'm going to Smiths and I'm on Cross Street, then I look for a car park. I would have gone through the barriers and up shude hill to the car park but these death traps are now in the way. If you leave it somewhere they'll clamp you. I wonder why I bother going into town but I like driving so why should I get on the tram to Eccles?
