THE government said that the Local Transport Bill would give councils more power to introduce pay-as-you drive schemes.
Manchester is among of a list of authorities who are planning a congestion charge scheme as part of wider improvements in public transport.
Officials fear a 22 per cent increase in congestion by 2015 if nothing is done.
