TRADERS have branded Eccles' new talking CCTV cameras as `useless' after the council admitted that over half of people reprimanded ignore them.
Between June 1 and September 18 this year, the talking cameras made 40 `announcements', for offences ranging from litter dropping to urinating in the street.
But over half of those verbally warned simply ignore the cameras and no police action was taken because the offences were relatively minor.
Twenty-two people failed to comply with the cameras' requests, although 14 did do as they were asked.
And although the council say that the cameras have forced many people to alter their actions, some local traders have complained that more needs to be done to curb anti-social behaviour.
Tariq Khan, the manager of Bargain Zone, in Eccles precinct, said the cameras had been no use to him in his fight against yobs near his shop.
He said: "I've been plagued with anti-social behaviour over the summer. Kids have been stealing stock from outside my shop, and although we've called the police numerous times, they just don't seem to be bothered.
Useless
"The talking CCTV cameras outside don't do any good either, they are useless. You don't hear them go off very often, and then people ignore them when they do.
"A stronger police presence, especially during the summer, would have been much more useful than this."
Terry Ryan, manager of nearby cafe Mario's, on Southway, said stronger efforts should be made to stop offending.
He said: "It's just the day and age that we live in, but we need some stronger measures to stop them in their tracks."
The cameras, unveiled in May, were the first of their kind in Greater Manchester.
Speakers were rigged to eleven cameras along Liverpool Road, Eccles, allowing officers monitoring footage to speak `live' to reprimand those involved in anti-social behaviour.
Salford council, which runs the scheme, said the cameras have been forcing offenders to modify their behaviour, in conjunction withother measures. Council spokesman David Lancaster said: "Talking CCTV, though still relatively new to Eccles, is having an impact.
"Almost half of those people publically reprimanded are reacting positively to the requests over the speakers and this is hopefully a deterrent against similar behaviour in future.
"We are always looking at innovative new methods to tackle anti-social behaviour and maximising the potential of CCTV in this way, is one wayof doing that.
"We will continue to use it alongside other enforcement measures such as fixed penalty notices and Asbos in extreme circumstances."
What do you think? Have your say.

answer to all our problems. Local Labour run councils can't put them up fast enough. The trouble is when you are told the cost to site these units and run them, add this to the results they are a waste of time. The only way to cure our problems with crime is to have more officers on the street and a more positive responses to deal with people who feel they can do what ever they feel like, without fear.we now see our streets policed by p.c.s o's People who should be police officers with all the powers they need for the task. I am sure a hand on someones shoulder from of a bobby will do more than a voice from a a loudspeaker. Lets hope people start to wake up and tell the people who think these ideas up they don't work

Until we get a decent government who will bring the birch and the death sentence back nothing will change?
Mr Manchester (27/09/2007 at 12:16)
'Turned out nice again....'
'Drop your pants, and don't make a scene...'
'What a lovely pair of buns! Right or left cheek?'
Come on, Catcher, certain folk pay for that kind of discipline and you want to provide it for free?

Speaking of serious deterrents, are you sure that the death penalty would work Ace? I'm not so sure.

No, it was supposed to provide hours of footage to be used to make programmes about crime. It's worked a treat.
ace is right of course. Re-introducing the birch and hanging would reduce crime back to what it was 50 years ago. May not stop the hardened crims but it would immediately stop the low-level anti-social stuff that we ALL suffer from.
grav42, Manchester (27/09/2007 at 14:26)
Using the birch is a joke aswell, most would see it as a badge of honour.
California has the death penalty, the gang problem in South Central LA, is far worse than South Central Manchester.
What about National Service, and boot camps.
The Catcher, In The Rye (27/09/2007 at 15:28)
Yes to boot camps (perhaps a little american) and yes to National Service.
Forget America. Compare crime involving weapons 50 years ago to know. You can't deny that something has gone wrong. It is the removal of a deterent.

from the BBC:
"A disabled ex-soldier from Greater Manchester is recovering after two men tipped his wheelchair over in Longsight and mugged him as he lay on the ground.
Dennis Meehan was going through an underpass on Parry Road when he was attacked from behind on Saturday.
As the 54-year-old, who lives in the area, was lying on the ground the men searched him and stole his belongings".
Can you not see that a bl**dy good kicking for the thugs who do this sort of thing might actually work?
grav42, Manchester (27/09/2007 at 15:52)
My opinion is that you can't use violence against these thugs. They live with and use violence most of their lives, why should they be scared of state commissioned violence. Public humiliation? Well thats just gonna serve to wind them up even more, and who's gonna bear the brunt of their frustration? Society, thats who.
I'm not some woolly minded liberal who wants to "understand" these scumbags, "hug a hoodie", and give them golf lessons to help them "express themselves", I just don't think that corporate and capital punishment will have the radical effect you and ace seem to think it will. Its just not as balck and white as that.
One things is for certain, talking CCTV is not the answer.

The real policeman is back in the police station chasing bits of paper. When will the powers that be realise that you cannot police on the cheap you get what you pay for.
CCTV is a useful tool no doubt about that but it has to work in tandem with the police one compliments the other.
When the next general election is upon us ask your prospective MP what are they going to do about crime, if you’re not happy with his/her answer tell them what you expect for law and order.
