More than 200 supporters have still not received their tickets for tomorrow's game against Chelsea at Wembley.
The club, the FA and Royal Mail say postal strikes have delayed deliveries, but some fans say United must change its system for sending out tickets.
Paul Barraclough, 41, from Denton, who paid £91.50 for two tickets, coach travel and recorded delivery charges, said: "I was taking my daughter Jessica to the game for her 12th birthday and she was so excited about going to the new Wembley. I asked to pick them up on Wednesday but was told they'd already been sent. This has been a problem for a few years now and it needs sorting."
The FA sends batches of tickets to clubs, which are responsible for allocating them to fans.
Threats
Last year, 100 fans threatened to sue the club after tickets for the Carling Cup final at the Millennium Stadium in Cardiff failed to arrive.
A club spokesman said: "We understand fully that fans will be extremely disappointed if they can't go to the game.
"There have clearly been problems with deliveries at a time of postal strikes. There is very little we can do other than to offer refunds."
Colin Hendrie, from the Independent Manchester United Supporters Association, said: "It's a customer care issue, and the club is letting supporters down."
An FA spokesman said: "We have great sympathy for anyone this affects."

Our three tickets all from the original ST ballot over a fortnight ago have not turned up and so we can't go.
United's response to this is a joke blaming everybody but themselves, it's simple.
When we applied it stated that due to the FA's non duplicate policy that all tickets would be sent via special delivery at £4.25. We accepted this.
However when the ballot goes through we end up with United putting their usual 3% tax on and second class delivery.
Basically they went for the cheaper option typically of United in these times. This is not the first time United have had this problem in the recent past. They did the same thing for the Carling cup final and they knew then as they do now that no duplicates would be issued.
They can cry about postal strikes and the FA all they like but the simple fact is if they had sent them special delivery like they said they would we would not have this problem.
Utter shambles but I expect nothing less from the Ticket Office these days.
Most Utd fans live close to Wembley so it's not such a big problem as they haven't forked out for transport etc. As for any United fans living here in Our City you have my deepest sympathy. I feel sorry for your... very, very sorry.

Was a ticket for this event a part of all season ticket purchases?like FA cup matches vs Tamworth?..along with saveloys,eels mash liquor,pearly king/queen outfits and Chas n Dave cds.
Sorry Macca & Xanadu, I'm not a city fan but I seem to remember them being at Wembley 8 years ago. Might only have been the playoff final but it still counts.
