PLANS for Manchester's supercasino may be thrown out by MPs and peers this week after a Tory U-turn.
Wednesday's vote in the Commons on all 17 new casinos - including a Las Vegas style gambling mecca in east Manchester - could end in a crushing defeat for the government.
Already, more than 80 Labour MPs have said they prefer Blackpool. They and many peers want the whole issue reconsidered.
Shadow chancellor and Tatton MP George Osborne - official Tory spokesman for Manchester - had persuaded his colleagues to back the city's £265m proposals.
But now Conservative leader David Cameron - who was visiting Greater Manchester today - has ordered his MPs to vote against the government on Wednesday, potentially plunging the vote into chaos.
The Manchester bid is to site a supercasino in Beswick near the City of Manchester Stadium, claiming it would create 2,700 direct jobs.
Its success took many by surprise, after Blackpool had been the hot favourite.
Culture Secretary Tessa Jowell has decided she did not want to reopen the choice of Manchester, Blackpool or London's Dome.
Vote
Instead, she decided to have an `all or nothing' vote before MPs rise for their Easter holidays later this week.
Mr Cameron, who was in Bolton and Sale today, told Ms Jowell that if she goes ahead with a single vote on all the casinos his party would vote against.
He wants the Manchester decision to be reviewed by a cross party committee. An angry Sports Minister Dick Caborn today blamed a `major Tory U-turn' for the problems.
He said they would be responsible if the government failed to win enough votes.
MPs will spend up to three hours debating the issue.
It should then go to the Lords before parliament rises.
Michael Jack, Tory MP for Fylde, predicts the vote will be tight in the Commons since more than 100 MPs have signed a protest motion. Even if the order scrapes through the Commons it faces a rough ride in the Lords.
Lord Davis of Oldham, government Deputy Chief Whip, is expecting a `lively debate'.
Decision
Hugo Swire, Conservative Culture Spokesman, who initially welcomed the Manchester decision, said Ms Jowell was in a `mess of the government's own making' and said his party would not help her defeat Labour rebels.
The Tory U-turn follows new evidence from a Lords committee which suggested that the choice of Manchester, by an independent casino panel, may have been flawed.
The Lords claimed that the panel had failed to take into account that 20 per cent of the population of Manchester was getting income support and that the new casino could attract poor families.
Church leaders have already registered their objections.
Liberal Democrat peer Lord Oakeshott said: "The report proves that the cards were marked, the dice loaded and the roulette wheel rigged against Blackpool."
Manchester MPs believe that if the Conservatives do put a three-line whip on the vote, it could actually minimise the number of Labour rebels.
Graham Stringer, Labour MP for Manchester Blackley, said: "If the Tories want to make this a Tory-versus-Labour vote, and an anti-Manchester vote, then I would expect all Labour colleagues to support the government."

This is exactly what was wrong with manchester getting the casino. It was badly thought out in the first place? I wonder if (sir) richard leese is sniggering now?

Most of these MPs that oppose this are not only from blackpool but are from merseyside or west yorkshire two areas that are in competition with manchester. Is it not a coincidence they are against it.

1) what the hell is the point in democratically voting for a venue, only for it to be changed because some people dont agree?
2) i hope it does go to Blackpool, we've enough problems here in Manchester as it is!

Makes a farce of the whole system should MPs throw it out. What was the point of getting a board of people to make the decision when all along it was MP's who would make the real decision!

But lets face it, the whole process has been a farce - because Parliamentarians & the Government only ever wanted London or Blackpool to win the supercasino bid.
Yes to save face & her own credibility, Tessa Jowell had to put the choice of Manchester to Parliament - but I've always had a "sneaking feeling" that the Government will be quite glad to see the bill fail. Well they can now blame the Tories and bring back an amended supercasino bill at a later date - that excludes Manchester.
At least though, because of this whole sorry process, Manchester now knows who our real friends are! Stabbed in the back. Thanks a lot Dave!

Make no mistake this would be a significant loss for Manchester. And please don't think of it as saving the poor from a monster. Its offensive to think the underprivileged are predisposed to harbour addictions to gambling. This is a great opportunity for the area and this idiot is trying to take it away for the sake of a jibe at Labour.
The whole selection process has become a mockery. Blackpool lost. They didn't even come second. Get over it! The people that know best are the CAP as they are the only ones who spent 1 year analysing all proposals and the CAP chose Manchester.

New Labour pretend to be aware of problem gambling whilst allowing mini casinos on every High Street.
Whilst we ponder the impact of Super casinos the government has allowed bookies to install Roulette machines. The gangs of youths gathered around these machines day and night are playing roulette for potentially big money.
Most Betting Offices now take more on these F O B S as they are called than they do over the counter in bets.
They are fast exciting and highly adddictive. And Tony Blairs bunch of hypacrits are raising a fortune from them. They have even allowed shops to open of an evening all year around. To increas revenue
But at what social cost?
They dont care. We should.

20% ish in the area may well be on income support, there are many more who fall below the poverty line without being eligble to supplemetary benefits, as well as those who earn enough to live comfortably, but still fall below the poverty line because they run a champagne lifestyle on a lemonade budget, & i see enough of those every week.
I hate to admit but I'm a 'nimby' on this issue
Manchester has enough problems that it needs to deal with, before it even considers opening such a enormous (new) pandoras box.
Why invite yet more troubles to an area already so riddled with them, that the policy makers & politicians see the holes in the communities, rather than the people in the communities.
No quick fix but who 'up there' is really trying anyway.
