Chris O'Gorman added that it provided further evidence that the changes they were trying to make were needed.
He said: "I have had letters from service users saying they are happy with the care they get. But these changes are about ensuring everyone has what are regarded as minimum standards in mental health services. I want Mancunians to have the choices, services and opportunities modernised health services are offering elsewhere."
Mr O'Gorman also criticised those who `put obstacles in the way of improvements and modernisation of services'.
He added that crisis resolution and home treatment teams `finally arrived' in Manchester at the beginning of November. He warned more time was needed for them to make an impact.
