Whelan Associates' eight staff will now move into EC Harris's Manchester office at the Royal Exchange.
Whelan, 53, has been a key behind-the-scenes player in a major Manchester projects, including the Spinningfield development at Deansgate. He will now become head of economic regeneration at EC Harris.
Whelan said: "The approach from EC Harris, which has an established national and international presence, provides us with a ready-made infrastructure to develop our services."
