Before all the money gets wasted, why not first remove all the built-in council created congestion and take off the road some of the empty buses that are clogging up the roads?
Never mind the story so far, more like the lies and con's. Maybe they can take photo's of all the rochdale pensioners and have a massive poster campaign.

Tell the public the truth as well as the advertising lies.
Like everyone will end up paying more out in higher prices, due to the fact that the traders who cross the 'CON' charge zone will pass the charges on ...to you, the consumer.

Now, I'm not an authority on this item but it appears to me that those with cars may be the main body to say no to this charge but is this money not taken from our taxes and stuff and those that like to be awkward and say "I don't want it", not making the most use of getting something for the taxes they pay.
Also on this charge, I can understand the emergency services not paying it and taxis not paying it and blue badge holders not paying but they are also going to let motorcyclists , patients regualarly visiting hospital and Trafford park employees (who all add to the congestion, and certainly the exhaust fumes that add to respiratory problems).
The question is, ' Who exactly is going to pay this congestion charge?'
Certainly not all the people that clog up the roads and make life difficult for those without cars.
I look at it this way, if they can afford a car and afford to run it then they can afford to pay the price for making things difficult for pedestrians and clogging up roads.
