A CAFE owner has appeared in court charged with offences arising from people smoking on his premises.

Muhammed Jabar, 52, of Arncliffe Avenue, Accrington, proprietor of the Sahara Cafe, Darwen Street, Blackburn, is charged with failing to stop a person smoking and obstructing an enforcement officer acting in the exercise of his duties under the Health Act 2006 which regulates smoking in public buildings.

Both offences are alleged to have been committed on 22 September.

The case was adjourned until 28 March.
